Donald Trump faces two years of legislative obstruction after the United States Congress shifted control to the Democratic party in the midterm elections. The new composition of the legislature creates a hostile environment for domestic policy initiatives. The president retains substantial executive power in foreign affairs, a domain where congressional checks are weaker than in domestic governance.

The political shift followed a two-year period of significant international and domestic changes. Trump aligned the United States with Russia during the ongoing conflict in Europe. He also initiated a military campaign against Iran, a move that affected the global economy and altered America's international standing. During this time, the administration increased engagement with autocratic leaders and engaged in disputes with traditional American allies.

Economic factors played a role in the voting outcome. The administration's policies contributed to rising prices, a factor that influenced voter sentiment. The Republican party paid a political price for these developments. With no further elections on the calendar, the president faces no immediate electoral pressure for the remainder of his term.

The new congressional majority will focus on budgetary constraints and investigations. These mechanisms will serve as tools to check the executive branch. Political gridlock is expected to hinder the passage of domestic agenda items. The struggle between the White House and Capitol Hill will define the next two years of governance.

In foreign policy, the president is expected to maintain an active posture. He may pursue peace agreements to secure high-profile summits with leaders such as Kim Jong Un, Xi Jinping, and Vladimir Putin. Alternatively, he could escalate the conflict with Iran, acting on advice from Israeli allies regarding the potential to remove the Iranian regime. The administration may also seek to initiate other international engagements to reinforce its legacy.

The next two years will test the balance of power between the executive and legislative branches. The president intends to use the world stage to maintain public attention and shape the narrative. The Democratic leadership in Congress aims to use its new authority to constrain executive action. The conflict between these two centers of power is set to intensify.
